Custom Job Purpose:
This position exists to provide lead work to administer the School Board#s mandatory and voluntary retirement program and retiree insurance benefits as established by state statute, Board policy and bargaining unit contract. This position also works closely with the District#s human resources and payroll staff to account for retirement and separation actions that qualify for benefits. Also serves as back-up for leave of absence area, including processing leave benefits associated with COVID-19.
Essential Functions of this Job
Maintains up to date on state legislation surrounding the Florida Retirement System and IRS regulations surrounding 403(b) and 457(b) programs including Roth options and the district#s Special Pay Program (401(a). This would include laws or district contracts surrounding retiree insurance benefits.
Responsible for supervising daily work and developing training and procedures for the Retirement Specialist.
Provide guidance to employees regarding retirement decisions, answering questions concerning DROP, service credit, the different plans, retirement options and promoting educational programs to help employees plan for retirement.
Manages list of approved vendors and agents offering voluntary retirement investment services. Reviews and approves any marketing material to be presented to employees.
Work closely with workers# compensation staff, leave of absence staff, payroll, and human resources staff to address questions/issues, address transitions for employees and retirement options at the end of leave benefits.
Manage retirement compliance communications, including updating printed material and information on the web.
Work with Sr. Manager and Director on tasks for open enrollment, including up-to-date lists of retirees.
Serves as a resource for future automation planning, including direct billing with Benefitfocus.
Responsible for insurance billing processing during retirement, including setting grace periods to elect benefits, and processing terminations during non-payment. Also responsible for coordination with the FSRBC (Florida School Retiree Benefits Consortium) as to periodic reporting and addressing customer service issues.
Monitors contract renewals, purchase orders, and other Board actions for any services related to retirement resources.
Reviews and provides input on any contractual language change surrounding retirement, including any change(s) or update(s) to Board policies.
Works closely with SAP ERP system programmers as to programming impacting retirement actions.

Knowledge, Skills and Abilities:
Knowledge of the Florida Retirement System or similar pension administration, and a basic understanding of voluntary retirement programs, including retiree insurance administration and Medicare rules. Willingness to provide outstanding customer service and positive interpersonal and communication skills. Ability to maintain confidentiality regarding records, information, and District documents. Strong computer skills and literacy with Microsoft software. Ability to communicate effectively, with a variety of audiences, orally and in writing, including electronic media. Ability to gather, review, analyze and evaluate bargaining unit contracts, and Board policies. Ability to plan, coordinate and organize work assignments. Willingness to apply knowledge and skills in a collaborative setting. Bilingual/biliterate preferred.
Education, Experience and/or Certification/License Requirements
Graduation from an accredited college or university with a Bachelor's degree in Business, Human Resources, or an Associate#s Degree in Business, Office Administration ore related field of study. Must possess strong organizational, analytical and problem-solving skills. Must be able to prioritize among multiple tasks, be detail oriented and able to work independently and productively. A combination of education, related experience specific to employee benefit programs, and/or professional credentials in human resources, or employee benefits (PHR, CEBS, SHRM-CP) may fulfill the minimum requirements of this position. Two years' experience with human resources, retiree pension administration or retiree insurance benefits is preferred.
Work Context:
Requires some sitting and standing, walking, and moving about to coordinate work. Requires the use of alternative communication systems, such as electronic mail, telephones, and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires face-to-face discussions and contact with individuals and/or teams. Physical Environment:
Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
