QUALIFICATIONS
Eligible candidates must be reachable on an employment list, have transfer eligibility, reinstatement eligibility, or possess experience in developing, managing, and administering federal/state grants.
RESPONSIBILITIES
Conduct complex technical analysis, develop statewide and federal grant solicitations, coordinate grant activity, ensure compliance with civil service laws and departmental policies, and foster effective communications with various stakeholders.

SHORT DESCRIPTION
The Associate Governmental Program Analyst will manage grant solicitations and funding opportunities while adhering to regulations and policies, collaborating closely with internal and external entities.
The incumbent shall foster and establish effective communications within DAS, including DAS management and staff, other DAS units branches and other governments agencies, partners and entities external to DAS.

The incumbent works 40 hours per week in an office setting. Air conditioned, multiple floor building with elevator access, cubicle with natural and artificial lighting. Most of the time, the incumbent will work in the DAS offices or other locations throughout California as needed, may be required to work out of home via telework, if provided with proper office equipment. This position may require some local and intrastate travel. Travel from DAS office in Sacramento to Oakland Office or other DAS offices as needed. Travel may require overnight stays, weekends, and the willingness to work flexible hours that are necessary to meet the business needs of the division.

The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Some experience in development, management and administration of federal/state grants, including drafting grant applications, Solicitation for Proposals(SFPs), Requests for Applications (RFAs), grantee contracts and the management/administration of federal and/or state grants. Experience with registered apprenticeship. Proficient grammar and written/verbal communication skills. Demonstrated interest in and aptitude for employment relations work and the capacity for professional development. Understanding of the needs and problems of workers and minority persons. Willingness, as a learner, to do routine and detailed work. Impartiality, flexibility, emotional stability, tact and willingness to travel. Organizational and time management skills.
