LOCATION
Bell County, Texas; On-site position with required travel in personal or school-owned vehicles.
QUALIFICATIONS
Bachelor's degree with one year of related experience, or Associate’s degree with three years, or High School Diploma plus five years of relevant experience. Preferred: Associate's degree in Education or related field, one-year supervisory experience.

The Career Navigator will assist with the management of AEL programs, providing counseling and support for students aiming for high school equivalency and career pathways while ensuring compliance with grant requirements.

SUMMARY:
The Career Navigator will develop, manage and execute the functions of a career and education counselor to assist the Director and Associate Director (AD), Adult Education & Literacy (AEL) with meeting grant mandates. The incumbent will provide leadership in creating and managing career pathway (CP) programs for students in High School Equivalency (HSE), English as Second Language (ESL) and others from the Bell County community under the direct supervision of the Director/Assistant Director, AEL. The Career Navigator will serve as the AEL career counselor, providing initial, program and longitudinal counseling for all students enrolled in AEL. In conjunction with AEL instructors, the Career Navigator will target at-risk students to provide the necessary counseling and assistance to mitigate student drop-outs. The Career Navigator will develop and maintain detailed students records to meet all Texas Workforce Commission (TWC) and internal data requirements. In partnership with the AEL Coordinator of Enrollment and/or Texas Educating Adults Management Systems (TEAMS) administrator, the Career Navigator will ensure student data is properly entered to assist the Director/AD with valid data for required TWC grant deliverables.
Qualifications (Required and Preferred)
MINIMUM EDUCATIONAL AND WORK REQUIREMENTS (MINIMUM QUALIFICATIONS):
Bachelor’s Degree and one (1) year directly related full-time work experience or Associates Degree and three (3) years directly related full-time work experience or High School Diploma/High School equivalency and a combination of verifiable higher education attainment and directly related full-time work experience equal to five (5) years. Three (3) of the five (5) years must be directly related full-time work experience. Part-time work experience will be pro-rated but the total must equal the minimum requirements.
PREFERRED:
Associates degree in Education or related field.
One-year supervisory experience.
Job Duties and Responsibilities
The incumbent will:
- Develop, maintain, and update career pathway programs that meet the employability guidelines of the Texas Workforce Solutions (TWS) and needs of the AEL and local community.
- Develop or facilitate curriculum creation as needed for CP programs.
- Coordinate classroom and instructor availability and scheduling for CP programs.
- Coordinate testing and orientation for CP programs.
- Coordinate with Business and Continuing Education (BCE) staff to coordinate CP programs that include class availability, class schedules, finance and billing, metrics sharing, testing and certification and other duties as necessary.
- Coordinate with TWC to coordinate partnerships for CP programs that include cost sharing, student referrals, cross referrals, student record sharing, metrics sharing, workforce component input and other duties as necessary.
- Create marketing content and coordinate with TC marketing assets to market program via press releases, internet marketing, and webpage updates.
- Provide initial and continued career and educational counseling to the entire population of AEL.
- Develop a system, in accordance with policies and standard operating procedures (SOP), to provide retention and motivational counseling to clients identified by instructors of being at-risk of dropping out.
- Facilitate adult education standardized assessments to participating adult education students to determine academic intervention strategies.
- Facilitate adult education post-assessment instruments to determine effectiveness of interventions and identify/provide appropriate interventions.
- Conduct one-on-one academic advisement sessions including goal setting, enrollment, and required documentation.
- Assist learners in setting and pursuing realistic personal, academic, and career goals.
- Offer continued support services and appropriate referrals and follow-up with adult education students in order to increase student retention.
- Document student educational records with required documentation used to track academic/employment progress, personal growth, and achievements of goals.
- Provide data to the TEAMS coordinator in order that the information be available to the director and staff members for reporting responsibilities.
- Provide longitudinal support IAW TWC requirements to students, post AEL service, to ensure mission objectives were met and gauge if follow-on support is necessary.
- Conduct presentations to build partnerships with service providers within the Bell County community to advertise and/or expand service.
- Conduct briefings to the local TWS, service providers and potential partners with the local and Killeen communities.
- Attend job fairs within the Bell County community.
- Network with college, community organizations, and service providers to recruit and retain students and provide transition/referral assistance.
- Develop partnerships with social services providers that can benefit our population.
- Develop and conduct briefings and training to AEL staff.
- Prepare and maintain achievement metrics.
- Maintain student data in accordance with established policies.
- Develop and managed allotted CP budgets and reports as required by the Director/Associate Director.
- Develop and maintain student’s databases that track services provided, achievements, financials and others as necessary.
- Perform other job-related duties as assigned.

PHYSICAL EFFORT:
Primarily light physical activity is required with occasional lifting and manipulation of objects up to 25 pounds. Position requires sitting or standing for long periods. Keyboard manipulation and data entry for extended periods of time.
WORKING CONDITIONS:
All work is performed in an office setting. Duties will require travel in personal or school owned vehicles. This position will require evening work during peak times.

Monday-Thursday: 8:00am to 6:00pmFriday: 8:00am to 12:00pm
This is an on-site position. Essential duties of the role must be performed in-person, during prescribed work hours.
