QUALIFICATIONS
Bachelor’s degree in a related field, 10+ years of experience in full life cycle business development in IT professional services, particularly with DoD, DHS, and civilian agencies. Strong client management skills and understanding of biometric products, forensic services, or science and technology preferred.

- Ideal Innovations, Inc. (I3) is seeking a high energy, innovative, imaginative and experienced Chief Strategic Growth Officer to join our BD Department in Arlington, VA. The successful candidate will possess understanding of the full BD life cycle (e.g., Account Management, Capture, and Proposal Development) and federal contracting, with particular focus on DoD and Civilian agencies requiring I3’s solutions. The successful candidate will report to the I3 President/Chief Operating Officer. He/she will supervise the BD staff and will lead the company growth strategy. He/she will be responsible for managing and growing the opportunity pipeline, to include identifying and capturing corporate level business opportunities, leading opportunity identification and assessment, capture, and proposal activities. The preferred candidate will possess demonstrated experience and skill in performing client-facing account and capture management. It is desired, but not mandatory that He/she will also have experience in and knowledge of our core businesses of biometrics and forensics services and emerging science and technology/IT. The successful candidate will possess superior verbal and written communication skills and is motivated by winning in the intense federal business development environment.

Typical Day:
A typical day for the hired candidate will be dynamic and engaging. You will have the opportunity to have daily interaction with the CEO, COO, and Division SVPs to discuss goals and priorities. Throughout the day, you will reach out to current and potential government organizations to build important relationships. Each day presents opportunities to learn, build connections, and enhance your skills.
Tasks:
- As the senior leader of the company BD team, develop, coordinate, and execute assigned campaign plans that support I3’s corporate strategy and business plan.
- Identify opportunities consistent with the company business plan and develop and execute capture strategies for assigned opportunities to secure new and/or re-compete contracts.
- In collaboration with other members of the company Leadership Team and designated technical experts, develop win strategies / themes, technical and management solutions, competitive assessments, teaming strategies, pricing strategy recommendations, communications plans, action plans, and execution plans for the opportunities assigned.
- Manage effective execution of capture pursuits, track performance to cost and schedule, and communicate status to leadership.
- Develop and maintain high quality relationships with customers and industry partners, including next generation technology vendors.
- Shape opportunities and company positioning throughout the BD life cycle.
- Formulate and support the communication and implementation of integrated BD capture and proposal strategies that clearly highlight I3’s value propositions and discriminators and provides customers a clear and defensible justification for selecting Ideal Innovations.
- Lead and support, as directed, proposal management activities to support RFP, RFQ, Task Order or RFI responses.
Required Qualifications:
- Education: Bachelor’s degree in related field.
- 10 years’ experience performing and managing full life cycle BD in an information technology professional services firm(s), with a concentration in DoD, DHS, FBI and civilian government agencies.
- 10 years’ hands-on experience in DoD and Federal government agency-related account and capture management and proposal management.
- Experience and expertise performing BD in an identity management / information technology/technical professional services adjacent firm.
- Experience with long term capture, developing proposal solutions, and win themes/discriminators.
- Demonstrated experience in:
- Effectively planning, capturing, and winning new business opportunities.
- Customer management/relationship-building skills.
- Effectively lead capture teams – including teaming partners and consultants.
- Demonstrated knowledge of the companies supporting DoD and Federal agencies and demonstrated capability to draw on industry contacts to build partnerships in support of business pursuits.
- Superior verbal and written communication skills; expertise in writing documents, to include proposals and in delivering presentations in a highly dynamic environment.
- Understanding of one or more of the following technical areas: Biometric Products and Services; Forensic Services; Science and Technology
Desired Qualifications:
- Relevant graduate degree, PMP Certification; Shipley or other BD training
Position Type Shift Information:
- Normal day shift; hybrid remote schedule is available

Clearance: Current US Secret, TS or Interim Secret, Interim TS preferred.
