Job Summary
The Department of Public Safety is seeking a Communications Supervisor. This a full-time (1.0 FTE),12-month, professional faculty position.

Reporting to the Communications Manager, the Communications Supervisor will manage and lead a team of dispatch professionals in the day-to-day operations. This position is expected to service as a subject matter while providing necessary support to team members.
The Communications supervisor will apply knowledge of communications, equipment, theory, training and procedures to provide supervision/leadership, technical guidance and direction to the Communications Officers in the Department of Public Safety.
This position is considered a working supervisor, and in addition to managing a team of professionals, will be expected to provide operational support.

Key Responsibilities
50% Dispatch Responsibilities Radio Operations:
  • Monitor and operate radio console using multiple radio frequencies
  • Dispatch Police and Public Safety Officers
  • Communicate status updates


Phone Operations
  • Operate multi-line telephone system
  • Receive, process and transfer emergent/non-emergent complaints and requests for service
  • Demonstrate empathy, understanding and patience
  • Communicate with university personnel

Data Entry
  • Enter information into a computer assisted dispatch (CAD) records system with accuracy
  • Maintain a computerized log of all incidents and contact information

Data Queries
  • Query and disseminate information to law enforcement officers regarding driving records, wanted status, criminal history
  • Enter stolen and found property in local and national databases
  • Respond to and disseminate local and national teletype messages
  • Query student information
  • Query Responsible Party information

Alarms
  • Monitor burglary, fire, and maintenance alarms and take prescribed action
  • Customer Service
  • Represent the University with the highest level of customer service and professionalism
  • Confidentiality and Reporting
  • Receive crime and incident information from other agencies and relay to appropriate personnel
  • Clery crime and fire reporting
  • Maintain high levels of confidentiality

45% Supervisory Duties
Scheduling & Payroll
  • Maintain scheduling
  • Approve vacation/sick leave
  • Approve and submit timesheets

Work Review
  • Complete monthly quality assurance reviews
  • Review and provide feedback on training reports and evaluations
  • Complete assessment reports, develop work improvement plans
  • Prepares/signs annual performance evaluations/reviews
  • Schedules staff and employee meetings
  • Investigates complaints and/or Inquiries

Equipment
  • Schedule appropriate maintenance requests

Policies
  • Reviews/evaluates policies

Training
  • Identifies training needs and develops training materials
  • Acts as a Field Training Officer when needed

What You Will Need
  • High school diploma or equivalent
  • Basic DPSST Telecommunications certification or ability to obtain within 18 months from hire
  • 3 years of relevant work experience to the position responsibilities
  • One year of lead work, Field Trainer, or supervisory experience
  • Possess or have the ability to obtain a valid Oregon Driver’s License upon hire.
  • Law Enforcement Data Systems (LEDS) certification, OR ability to obtain within sixty (60) days of hire.
  • Must successfully pass a comprehensive background assessment that includes: criminal history check; driving record review; medical examination; psychological evaluation; drug screening; National fingerprint CJIS check and an inclusive appraisal of work history
  • Willing and able to work in a professional manner to embrace and promote diversity

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
Nuclear Regulatory Commission, 10 CFR 73.2 (a) (1). Defines a background check as: Federal Bureau of Investigation (FBI) criminal history records check (including verification of identity based on fingerprinting), employment history, education, and personal references. Individual engaged in activities subject to regulation by the Commission, applicants for licenses to engage in Commission regulated activities, and individuals who have notified the Commission in writing of an intent to file an application for licensing, certification, permitting, or approval of a product or activity subject to regulation by the Commission are required under 73.57 to conduct fingerprinting and criminal history records checks before granting access to Safeguards Information. A background check must be sufficient to support the trustworthiness and reliability determination so that the person performing the check and the Commission have assurance that granting individuals access to Safeguards Information does not constitute an unreasonable risk to the public health and safety or the common defense and security.

What We Would Like You to Have
  • Intermediate or Advanced DPSST certifications
  • Associates Degree or higher
  • Two years of supervisory experience
  • Experience managing and directing the work of dispatchers
  • Experience working in higher education
  • Two years’ experience working in public safety in a higher education environment

Working Conditions / Work Schedule
  • This is a working supervisory position requiring the individual to work holidays/weekends, rotating and/or extended shifts, and “on-call” as needed.
  • Work includes indoor and outdoor environment; may be assigned evening and weekend hours; work involves potentially dangerous situations, contact with hostile or abusive individuals and emergency response.
