ESSENTIAL job functions AND RESPONSIBILITIES
STRATEGY, GROWTH, PROFITABILITY
  • Develop short- and long-term strategies to drive Specialty membership and revenue growth and profitability across all segments in BCBSAZ
  • Create multi-year strategic plans and proforma financials for ELT to evaluate Specialty impact on BCBSAZ
  • Develop deep understanding of existing business – dental, vision, life, worker compensation, life, disability, accident, critical illness, third party stop loss, EAP, and international health insurance
  • Evaluate and recommend new lines of business by assessing competitive landscape and market opportunities
  • Create business cases including market analysis, strategic fit, economic models, and integration plans
  • Create and implement a continual and systematic product development process with other BCBSAZ functional areas needed to bring a product to market from planning to commercialization.
  • Manage the product life cycle and marketing principles associated with product portfolio by segment and make recommendations accordingly to maintain market share and meet profitability targets
  • Interpret the current market to determine competitive price points and forecast revenue from break even to profit, including required administrative support to enable the product sale and distribution
  • Interpret federal and state regulations and legislation to determine opportunities to drive additional specialty revenue and manage implementation strategy
OPERATIONS
  • Lead the development, renewal and strategic contractual relationships for key vendor product partnerships that enable our specialty products
  • Negotiate financial and operational terms with our vendor partners
  • Drive integration with all Segment leadership (Commercial, Individual, Government) to create successful, fully operational Specialty products and services
  • Lead integration with key vendor partners to ensure BCBSAZ level of operational service and standards
  • Manage all key vendor partners service level agreements to ensure consistent member experience
  • Oversee provider contracting strategies, source data updates, implementation, and operations for dental and other providers
  • Provide BCBSAZ delegation parameters and expectations for outsourced operations
  • Drive operational and system requirements with internal departments necessary to develop a road map required for implementation, including whether outsourcing or partnerships may be required
  • Identify additional administrative requirements, such as billing and enrollment, which may be impacted by the strategy
  • Partner with Analytics and Finance to track enrollment, revenue, and gain of products and revise products to quantify their success
  • Develop a product intelligence network consisting of Blue plans (through the Agency Network), vendors, and category experts from which to draw insights and analysis.
