General Description
The Evaluation Manager is responsible for guiding Blue Star Families' evaluation strategy for Blue Star Families' chapters and outposts. This role involves working with the Associate Director of Evaluation and collaborating with the chapters team to refine logic models, surveys, dashboards, and reports. The role will also work crossfunctionally with the tech, communications, and digital innovation teams to send surveys, develop dashboards, and distribute information from the reports.
This position reports to the Associate Director of Evaluation to measure, analyze, and report on the chapter's impact and effectiveness, and helps to build an organizational culture that uses data to improve programs and practices.
Key job functions
Data Collection & Analysis
- Use Tableau to clean, structure, and transform data to create dashboards.
- Clean complicated survey data and organize data for analysis and visualization.
- Conduct in-person and virtual focus groups annually with chapters.
- Create dashboards from Tableau data that allow a variety of stakeholders to explore the data independently.
- Use evaluation data to refine program offerings and develop grant applications.
- Collaborate with other internal teams and external partners to ensure data quality and accurate interpretation of data.
Program Evaluation
- Partner with chapter teams to develop theories of change, logic models, evaluation tools, and protocols.
- Manage routine program evaluation and member research to identify organizational opportunity areas and programmatic adjustment areas for chapters.
- Ensure program evaluation and research methods and analysis are completed in an efficient and ethical manner that complies with industry standard best practices.
- Display cultural knowledge and sensitivities while building relationships and evaluation methods across different demographic groups.
- Manage the production of evaluation presentation materials such as evaluation reports and other data visualization handouts.
Collaboration and Cross-Functional Engagement
- Collaborate with Chapters teams to align evaluation initiatives with organizational priorities.
- Collaborate with the Email Marketing team to ensure adequate response to surveys for analysis.
- Work with chapter executive directors and development to leverage evaluation findings for philanthropic opportunities and donor engagement.
- Partner with the Applied Research team to contribute to thought leadership in military family advocacy.
Other Key Job Functions
- Attend regular meetings with the Applied Research team.
- Represent the Evaluation team in internal and external meetings, advocating for data informed approaches in program development, refinement, and survey development.
- Some travel may be required to attend relevant trainings and meetings. Travel to chapter and outpost locations may also be required for qualitative data collection.
- Perform other duties as assigned.
Required experience, skills, background
- 2-4 years demonstrated program evaluation experience within a nonprofit, social service organization, or working with these organizations as an external evaluator
- A Bachelor's degree in Public Policy, Psychology, Social Work, Business or related field
- Expertise with Tableau (or willing to certify within 6 months of employment), comfortable with complex survey data and creating visualizations
- Expertise with Tableau may be substituted with advanced knowledge of a data analysis software, examples may include SAS, SPSS, R, Lisrel, or other similar software. Tableau Data Analyst certification is still expected within six months of employment.

- Experience, knowledge, or interest in military and veteran families and community-based research
- Occasional out of town, overnight travel may be required
- May occasionally be required to work nights, weekends, and holidays as necessary to carry out key job functions
Desired experience, skills, background
- Familiarity with the military lifestyle; knowledge of Military and Veteran Service
- Organizations (MSO/VSO) operating in the space
- Proficiency with Microsoft Office Suite, Google Apps and Salesforce CRM
- Experience and skill conducting focus group or interview research on sensitive issues
- Strong communication and presentation skills
