SHORT DESCRIPTION
The Family Services Program Director manages staff and initiatives aimed at addressing economic empowerment and housing stability for Central Indiana residents, overseeing multiple programs and securing funding support.
OVERVIEW
The Family Services Program Director will directly manage all Family Services staff and programming, including all housing and reentry initiatives. Manages all local, state, federal, corporate and private departmental grants, and assists with identifying and submitting grant proposals and securing additional funding support. Prepares and submits monthly, quarterly, and year-end reports to funders and IUL Executive Vice President of Programs. Assists with addressing the IUL’s Economic Empowerment Home Ownership Five-Point Strategy, and the Indianapolis African-American Quality of Life (IAAQLI) Housing and Homeownership priority by identifying safe and affordable housing. Oversees external rental and utility requests and ensures funding compliance with local, state, and federal funding providers. Assists with identifying and securing landlords for the IUL Preferred Landlord Program and manages Kwanzaa Holiday Assistance Program.
The Family Services Program Director manages staff providing intensive case management and wrap around services to address education, employment, food access, housing, veterans, healthcare insurance, convictions, expungements, senior services, peer and family counseling, general health, and mental health services for Central Indiana residents and families. Manages data entry of participant demographics, enrollments, and provided services into Efforts to Outcome (ETO) database. Will also develop partnerships with local programs and agencies to address basic needs deficiencies in an effort to improve the participant’s economic success and stability.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Manages all Family Services programs, services and staff;
- Adheres to and closely manages Family Services Department and program budgets;
- Oversees the initial assessment on all incoming Marion County residents and surrounding counties seeking housing or supportive services assistance, but not currently enrolled in IUL programming;
- Tracks all Family Services program activities and client demographics;
- Ensures Family Services staff enters client demographics, program enrollments, and provided services are into Efforts to Outcomes (ETO) and other funder client tracking systems;
- Manages IUL Community Access Reintegration Efforts Program (CARE), Saving our Sons, Saving our Sisters, Veteran Services, and Senior Services Programs;
- Manages FEMA and EAP rental and utility assistance programs;
- Reviews department monthly status reports as submitted by program staff and prepares project reports for senior management;
- Assists with managing local, national and NUL sponsored housing related activities and events;
- Identifies opportunities for professional growth and development of staff and self;
- Represents the IUL on various local community safe and affordable housing related committees, taskforces, etc.;
- Represents the IUL on various local reentry related committees, taskforces, etc.;
- Develops partnerships with foster care programs and agencies to address immediate needs of younger and older youth aged or aging out of foster care;
- Conducts safe and affordable housing forums, town hall meetings and panel discussions;
- Develops partnerships with “ex-offender” friendly employers;
- Conducts reentry forums, town hall meetings and panel discussions;
- Work collaboratively with the IUL Executive Vice President of Programs on identifying and submitting grant proposals;
- Provides marketing material and needs to IUL Marketing Director, and assists with updating the IUL website with family services information, safe and affordable housing initiatives, reentry housing initiatives, events, etc.
- Works closely with IUL Health & Wellness on Family Services referrals and tracking services provided;
- Works closely with IUL Financial Coach on financial literacy and budgeting workshops for Family Services programming;
- Attend mandatory workshops, seminars or conferences as required by the IUL to further enhance skills, knowledge and capacity;
- Must be able to maintain personal boundaries while providing services;
- Must have a valid driver’s license, auto insurance and reliable transportation; and
- Carry out other duties as assigned
SUPERVISORY RESPONSIBILITIES
Will manage four-five fulltime IUL staff.

EDUCATION and/or EXPERIENCE
Bachelor's Degree (B.A.) in Social Work, Psychology, or Human Services preferred from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Knowledge of Spanish is desirable but not required.
READING/COMPREHENSION SKILLS
Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Ability to effectively present information in one-on-one, small group and large group situations to customers and clients.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
