Brief Summary of Job Duties:

Under the general supervision of the General Accounting Manager, the General Accountant 3 position uses in-depth accounting knowledge to resolve complex accounting issues of a high level of complexity and a high volume of transactions. Analyzes problems using of a variety of applications from multiple sources to determine solutions. Independently performs responsibilities with a detailed understanding of significant processes, practices and policies. The University of California, Santa Barbara is an enterprise with expenditures in excess of $1 Billion annually and assets totaling $2 Billion. The reliability and quality of the financial information presented in these statements is essential to the management and resource allocation decisions of an extraordinarily broad clientele of stakeholders, ranging from the State of California, the Regents of the University of California, The University Office of the President (UCOP), the campus Senior Officers and Academic Senate, as well as program managers in numerous campus departments. The integrity and reliability of the information contained in the financial statements plays a critical role in establishing the campus' borrowing capacity in the capital markets, its credit rating, and thereby its ability to expand its mission of providing advanced instruction, research and public service to the People of California.


Required Qualifications:


  • Bachelor's degree in related area and / or equivalent experience / training
  • 4-6 years Performing accounting duties at a level of responsibility equivalent to Accounting Analyst, including high level critical thinking and process improvement, fund accounting knowledge, or equivalent combination of education, training and experience.
  • 4-6 years Computer proficiency is required. word processing, spreadsheet, and computerized accounting system experience are essential to this position. Advanced excel knowledge and experience (macros, vlookups, pivot tables) as well as experience working with large data projects, data sets, and data extraction.
  • 1-3 years Fund Accounting experience in a University setting, or experience performing accounting duties for Fixed Assets.


Preferred Qualifications:


  • 1-3 years Experience accounting for leases and/or software subscriptions.
  • 1-3 years Experience accounting for bonds and other borrowed funds.
  • 1-3 years Oracle Financial Cloud experience.

    Job Functions and Percentages of Time:
  • 40% GASB 87 Lease/GASB 96 SBITA - Recognized organization-wide expert in all aspects of GASB 87 Lease and GASB 96 Subscription Based Information Technology Arrangements (SBITA) Accounting for the campus. Reporting requires understanding of system-wide software applications of LeaseAccelerator for lease agreements where UCSB as the lessee; and EZLease for lease agreements where UCSB is the lessor and SBITA. Coordinates with UCOP for monthly and fiscal close reconciliation and reporting. Collaborates with campus purchasing contacts, campus real estate contacts, and campus departments to identify potential new leases and SBITAs. Evaluates whether lease and SBITA contracts meet criteria for GASB 87 and GASB 96 reporting. Uploads data for new leases and SBITAs to LeaseAccelerator and EZ Lease systems. Records monthly journal entries to PeopleSoft for lease and SBITA activity, including transfers between current and plant funds. Reconciles activity in lease accounting systems to corresponding payments on the General Ledger, excluding variable and non-lease components of payments. Records lease and SBITA modifications, payment adjustments, extensions, and terminations in lease accounting systems. Collaborates with UCOP, UCSB Procurement Office and campus departments to resolve issues. Problem solves high level complexity issues by researching, analyzing, and correcting for misstatements using multiple applications including procurement (Gateway), UCOP's AWS reporting system, and PeopleSoft. Requires high level of understanding of GASB 87 and 96 lease and SBITA accounting within a fund accounting system.

  • 40% Plant Accounting - Serves as a campus wide expert on Plant Accounting, adhering to GASB requirements for plant funds. Independently performs responsibilities with a detailed understanding of significant processes, practices and policies. Maintains plant accounting chartfields for capital projects in PeopleSoft Financials, including plant accounts, funds, and Capital Asset Account Numbers (CAANs). Records journals for plant-related activity, including equipment transfers between UC campuses. Supports the Assistant General Accounting Manager in the preparation of biannual asset capitalization journals and sending of annual asset files to UCOP. Records annual depreciation entries for all capital assets. Processes monthly external financing draws for debt-funded capital projects. In collaboration with the Assistant General Accounting Manager, manages debt service transactions on long term bond indebtedness. Distributes $58 million in annual interest and principal repayments on 28 long term debt instruments to numerous departments and funding sources across campus, relating to the construction or acquisition of 54 campus facilities. Resolves complex accounting inquiries and issues via in-depth data analysis, evaluation and coordination with the senior contacts at the Office of the President (UCOP), and the Campus Offices of Budget and Planning and Capital Development. Executes monthly and annual fiscal closing responsibilities relating to plant funds, including reconciliation of all financial and budgetary transactions against equity accounts within the Unexpended Plant Funds group. Balances all plant, capital and debt related activity in the campus general ledger including Unexpended Balance accounts. Independently applies advanced accounting concepts to meet organizational objectives and to regularly resolve highly complex plant and debt accounting assignments. Determines methods and procedures on new assignments. Adapts existing processes to changes in the chart of accounts and reporting systems. Using multiple financial and accounting systems, exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Systems utilized include PeopleSoft Financials, and UCOP’s AWS Reporting System. Tasks include accounting and financial reporting to campus and UCOP for all plant and debt funds. Interacts with senior internal and external contacts on matters of significance to the campus.

  • 20% General Accounting - Under the general direction of the General Accounting Manager, assists as an experienced professional in all aspects of General Accounting, including Fiscal Close. Assist with the oversight and fiscal integrity of financial and budgetary journal transactions submitted for processing by any department against all campus funds, the exception of the extramural fund groups managed by the Extramural Accounting unit. This responsibility spans the great majority of University funds, including: (1) State General and Other State Funds (2) UC General Funds (3) Student Tuition and Fees, (4) Indirect Cost Recovery Funds, (5) Sales and Services & Auxiliary Income Funds, (6) Plant Funds, (7) Loan Funds, and (8) Agency Funds. Specific duties in this area include (but are not limited to): -Compliance with costing policies in coordination with Extramural Funds Accounting -Compliance with costing policies for recharge -Compliance with federal tax law and related policies -Transfer account and other reconciliations -Audit of accounting data
