Homeless Services Program Manager
THE POSITION
The Department of Housing Services of Washington County is recruiting for a Homeless Services Program Manager to join our team! This position will lead the Homeless Services Branch of the Homeless Services Division, managing a team of professionals whose work supports all aspects of building and maintaining a supportive housing services provider network.
The Homeless Services Program Manager contributes to the Department of Housing Service's mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents by managing all aspects of maintaining and overseeing the homeless services system of care, in partnership with our contracted provider network. This includes leading program development and implementation of outreach, shelter, and housing programs; managing system coordination through Coordinated Entry and partnering systems of care; and providing contract oversight and program evaluation to ensure community outcomes result in equitable and effective program access for people experiencing homelessness in Washington County.
The Homeless Services Program Manager will manage three to four supervisors and their teams to oversee the implementation of housing and homeless programs. In total, this position oversees a team of 12-15 staff. The position will work in partnership with division leadership to ensure sound contract management, fiscal procedures, and program evaluation to achieve implementation standards and outcome goals in accordance with Federal, State, and local funding requirements. Additionally, this position will work with County and interdepartmental leadership, state and local jurisdictions, advisory bodies, and the County Board of Commissioners to provide technical and strategic analysis in support of ongoing policy direction, program improvements, and community outcomes.
The Homeless Services Division works collaboratively across departments, with partner public agencies, and community-based organizations to design, implement, and oversee dynamic services addressing homelessness and creating housing stability across the County. Our expanding programs fund outreach, shelter, housing placement and retention services, along with permanent supportive housing for more than 3,000 people every year. The ideal candidate will have:
- deep expertise in people management and culture change.
- a knack for assessing systems needs and translating that work into digestible chunks for their team.
- familiarity with federal, state, and local funding sources for homeless services.
- systems planning experience as it pertains to supportive housing services.
- experience in budget planning and spending management.
- understanding of basic principles of data analytics and reporting.

ESSENTIAL JOB DUTIES
In a typical week, job duties will include:
- Lead strategy for the Program Implementation Branch of the Homeless Services division, consistently driving organizational outcomes tied with the broader goals of the department, in partnership with internal and external partners.
- Partner closely with Business Operations Branch to leverage data to inform decision making and analysis, setting performance targets, goals, key performance indicators, and financial management of homeless programs.
- Partner closely with Strategic Initiatives and Relations branch to provide content and discussion points for advisory bodies, articulating a clear analysis to drive productive, meaningful conversations tied to targeted outcomes.
- Guide strategies for supporting the ongoing capacity and organizational development of partnering service providers to support a sustainable network, including program procedures that support data, financial, training, and reporting activities, as well as workforce and leadership development.
- Oversee program implementation assessing the quality of implementation of all programs within the Homeless Services Division. Formulate, analyze, and review Program operations and develop and implement recommendations to increase effectiveness, and prepare program reports for presentation to funders and stakeholders.
- Partner with Multnomah and Clackamas County staff leadership to develop joint opportunities for contracting and strategic alignment of equity-based policies, programs, and procedures in neighboring counties.

MINIMUM QUALIFICATIONS
Education and Experience:
- Master's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Three (3) years of pertinent professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role. OR
- Bachelor's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Five (5) years of relevant professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role.
