In the Recruitment and Selection Unit, team members effectively recruit and identify applicants with the qualifications and characteristics needed for each job, maximize reasonable competition, ensure compliance with the County’s Personnel Rules as well as Federal and State laws, and contribute to the overall effectiveness of County services and operations. This is accomplished by conducting recruitments and administering selection activities for County classifications which include advertising, targeted outreach, participation in job fairs, and development and administration of various employment exams. This division performs a variety of paraprofessional, technical, and administrative support duties requiring the application of procedural, program, and compliance knowledge. Human Resources Technicians are involved in the marketing, recruiting, on-boarding, and on-going tasks related to County employment.
The selected candidate will have the opportunity to expand their Human Resources skill set by performing a variety of paraprofessional, technical, and administrative human resources support duties. They will have the opportunity to utilize procedural, program, and compliance knowledge while assisting with the recruitment and selection of staff. The selected candidate will have the opportunity to:
- Perform a variety of responsible paraprofessional, technical, and administrative human resources support duties requiring the application of procedural, program, and compliance knowledge.
- Perform technical recruitment and selection activities; confer with Human Resources Analysts and members of various County departments regarding job content, desired selection processes, potential recruitment sources, and raters; draft job announcements, informational brochures, and advertisements; conduct routine applicant screening; prepare applicant notification letters and inform candidates through all steps of the selection process.
- Confer and correspond with written exam source agencies; review and order written exams for administration; proctor written exams and scores written exam segments; recommend appropriate pass points.
- Compile testing documents including interview questions and rating sheets; administer written and oral performance exams; assist in obtaining oral exam rating panel members and instructs the panel on proper procedures; monitor oral exam proceedings; administer the establishment and maintenance of eligibility lists.

The Human Resources Department is looking for a self-starter that has exceptional customer service skills with a high degree of diplomacy and the ability to work in a fast-paced environment. They will embrace Human Resource's emphasis on customer service and have a proven track record that demonstrates initiative, technical skills, attention to detail, and teamwork while having a considerable workload. We are looking for candidates who are motivated to learn a variety of human resources functions and procedures and demonstrate flexibility in responding to changing needs and priorities with a proactive attitude.
MINIMUM QUALIFICATIONS
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.
Equivalent to graduation from high school, supplemented by 24 semester units of college-level coursework in human resources management, business administration, public administration, industrial/organizational psychology, or a closely related field;
AND
Additional Requirements:
Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

RECRUITMENT PROCESS
The Department of Human Resources will screen all applications to identify qualified candidates. After the screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.
Best Qualified Review: This examination consists of job experts who will rate candidate responses to an oral phone screening as well as answers to the supplemental questions included in the application. Only candidates who are determined to be best qualified will be invited to participate further in the selection process. The best-qualified examination has been tentatively scheduled for January 9, 2025 if it is determined that you meet the minimum qualifications and are therefore eligible to participate, you will be notified by email prior to the examination.
Supplemental questions play an integral role in this recruitment process. Please take the time to provide thoughtful and thorough responses. Selection Interview: For this examination panel members will ask candidates a series of technical questions designed to elicit the candidate's qualifications for the job. Responses to the questions should be thorough, detailed, and complete. This Selection Interview is tentatively scheduled for January 15, 2025 . Those candidates identified as best qualified will be invited to participate in this interview process.
