Procurement Manager
LOCATION
On site at the Tech(x) office, Monday-Friday 8:00 am to 5:00 pm with flexible scheduling available upon manager's approval.
QUALIFICATIONS
Bachelor's degree in business or technical discipline, 7-12 years of procurement experience, negotiation skills, knowledge of FAR and DFAR, experience with federal contracts, and familiarity with MS Office software. Must have a valid driver's license.
RESPONSIBILITIES
Develop procurement policies, collaborate with stakeholders, manage vendor selection and relationships, analyze procurement data, optimize procurement processes, ensure compliance with Army regulations, mentor junior buyers, and perform other administrative tasks as needed.

Responsibilities
- Developing procurement policies – Establishing, analyzing, and optimizing the procurement strategy to align with the business’s goals.
- Leading collaboration with stakeholders and internal teams– Partnering with stakeholders and leadership to understand business needs. As a result, the candidate should be able to establish requirements, scope, and criteria for procurement projects.
- Managing vendor selection – Leveraging tools to facilitate strategic sourcing and managing the Request for Proposal process. Leading initial market research and vendor profiles to assist in vendor selection.
- Building supplier relationships – Using Supplier Relationship Management (SRM) best practices throughout negotiation, contracting, onboarding, ongoing business, and renewal.
- Analyzing procurement data – Collecting and interpreting procurement data including cost analysis reporting, benchmarking expenditures, and return on investment.
- Optimizing procurement processes – Performing regular reviews of established procurement processes to ensure continual improvement, refining policies where needed that are compliant with Army Regulation (AR) 710-4.
- Performs Materiel and inventory of good purchased and ensures items are transitioned to the government in accordance with AR 710-4.
- Facilitate the RMA process for good purchased managing both customer and vendor expectations.
- Communicates with the item managers to expedite required materials and responsible for the tracking of long lead parts
- May perform other administrative tasks as determined by the Program Manager.
- Mentors and trains junior level buyers.
- Performs other duties as assigned.
Qualifications
- Negotiation skills.
- Demonstrated knowledge of the FAR and DFAR.
- Experienced with supporting federal contracts regulated by the FAR.
- Experience in performing technical supply management work (e.g. inventory management, storage management, cataloging, repair parts requisitioning and etc.).
- Experienced with investigating inventory variances.
- Must have a valid driver’s license and be able to drive a company vehicle.
- Knowledge of MS Word, Excel, PowerPoint, Access, Project, SharePoint, and other software programs to assist with special projects, and other compliance programs
Preferred Qualifications
- Experience working with DoD companies of various sizes.
- Experienced as a federal contractor with procurement and or logistics responsibilities.
- In depth experience utilizing an accounting system of record (i.e. JAMIS, DelTek, Unanet, CostPoint, etc.)
- Military experience.
- DAU Acquisition 101 Certification
- PMP Certification
- Current DoD Secret level clearance
Clearance:
- Ability to obtain and maintain a DoD secret level clearance.
Education & Experience:
- 7-12 years of procurement experience.
- Bachelor’s degree in business, technical, or similar discipline.
- 4 years of direct relatable experience can be substituted for a degree.
Location:
- On site at the Tech(x) office
- Monday-Friday 8:00 am to 5:00 pm. Schedule flexing is available with Manager’s approval.
Travel:
Only upon need.
