Position Summary Information

Job Description Summary
The Procurement Specialist provides initial and follow-on, one-to-one advising with business owners interested in selling their products or services to Federal, State and Local government agencies. The position responds to clients’ questions; helps clients interpret bid documents, and reviews proposals.

The Procurement Specialist is to participate in the identification/development of seminars on relevant topical procurement matters, marketing events, and program services in addition to presenting when assigned.

The Procurement Specialist assists the Program Coordinator with the APEX Accelerator training schedule to include identifying presenters, event locations, and dissemination of marketing materials.

The Procurement Specialist represents the APEX Accelerator program to potential clients through outreach activities by recording all interactions and events in CRM system database.

This position may require travel to APEX Accelerator’s 14 county service area.

Upon hire, this individual will be required to attain APP Certification within four (4) years.

Minimum Qualifications
Bachelor’s degree from an accredited college or university with major coursework in Business or a related field.

Three (3) years experience in business-related or support services.

Required Job Knowledge, Skills, Abilities
Ability to use and research the web, MS Office suite, databases, cloud-based systems, and general office equipment.

Excellent verbal and written skills.

Working knowledge of governmental purchasing/acquisition process.

Ability to develop/conduct topical training and presentations.

Ability to travel in DMC APEX Accelerator’s service area (14 counties).

Ability to be self-motivated, handle multiple tasks, work well with others, and be able to speak in public with ease.

Preferred Qualifications
Three (3) plus years experience as a Government Purchaser, Contracting Officer’s Representative, Contracting Officer, Small Business Liaison Officer, Program Manager, Program Analyst, Certified Purchasing Manager, or Certified Public Manager AND/OR three (3) years experience in the commercial/industrial purchasing environment.

Government Contracting Officer Certification or NAPEX APP or CPP.

Experience presenting training seminars/workshops/lectures.

Experience in one-on-one interaction with staff/management/team in a business setting.

Bilingual (Spanish) is a plus.

Graduate degree.
