Established in 1992, True Access Capital (TAC) is a not-for-profit, federally certified Community Development Financial Institution (CDFI) dedicated to supporting small businesses and community development initiatives. With a focused commitment to Black, Indigenous, People of Color (BIPOC), low-income, and other underserved communities, TAC’s mission is to build thriving communities by empowering a diverse network of entrepreneurs and businesses through access to capital, education, advocacy, and opportunity. TAC proudly serves the State of Delaware and southeastern Pennsylvania.
The Women’s Business Center at True Access Capital is a specialized program dedicated to fostering the growth and sustainability of small businesses in Delaware. While the Center provides targeted support to women-owned businesses, its comprehensive training, tailored business counseling, and facilitated access to capital are designed to empower a diverse range of entrepreneurs to achieve success and drive economic growth.
Position Overview
The Program Director of the Women’s Business Center (WBC) is a full-time senior leadership position responsible for planning, execution, and evaluation of all WBC programs and initiatives. This role ensures compliance with funder requirements, alignment with True Access Capital’s mission, and effective delivery of high-impact services to clients. The Program Director oversees staff management, CRM operations, and Standard Operating Procedure (SOP) creation and implementation, while also representing the WBC in community events and advocating for policies that support small businesses, particularly women entrepreneurs.
Key Responsibilities
1. Strategic Leadership and Program Oversight:
- Collaborate with organizational leadership and stakeholders to identify emerging needs and opportunities, ensuring programs remain relevant and impactful.
- Develop and implement comprehensive programs, workshops, and events designed to address the needs of WBC clients, including business planning, access to capital, and skill-building initiatives
- Evaluate program performance using data-driven methods and adjust strategies to ensure continuous improvement and impact.
- Oversee the execution of program initiatives, ensuring alignment with organizational objectives and a high standard of service delivery to clients.
2. Compliance and Reporting:
- Develop, implement, and monitor detailed Standard Operating Procedures (SOPs) to ensure consistency in program operations, staff responsibilities, and compliance.
- Ensure adherence to all U.S. Small Business Administration (SBA) regulations, Code of Federal Regulations (CFRs), and funder requirements.
- Establish internal controls and performance monitoring systems to track progress toward meeting overall goals and client outcomes.
- Manage the timely preparation and submission of compliance reports, performance metrics, and evaluations required by True Access Capital and regulatory bodies.
3. Staff and Operations Management:
- Conduct regular performance evaluations, providing coaching and development opportunities to team members.
- Oversee the recruitment, onboarding, and management of WBC staff, ensuring clear delegation of tasks, performance accountability, and alignment with organizational priorities.
- Uphold and enforce True Access Capital’s employee policies, ensuring staff conduct and operations align with organizational values and guidelines.
4. CRM and Data Management:
- Administer and maintain the Center IC Client Relationship Management (CRM) system to track client data, monitor program engagement, and ensure accurate reporting.
- Ensure effective utilization of the CRM system, maintaining data accuracy and consistency across all records.
- Ensure data integrity by conducting regular audits of the CRM system and implementing improvements to enhance reporting accuracy and efficiency.
- Leverage CRM analytics to evaluate program performance, identify trends, and support decision-making.
5. Advocacy and Representation:
- Build relationships with policymakers, funders, and community stakeholders to expand the WBC’s reach and influence.
- Partner with the Association of Women’s Business Centers (AWBC) to advocate for women entrepreneurs, share best practices, and participate in initiatives that enhance WBC operations.
- Represent the WBC at events, conferences, and public forums to advocate for small businesses and promote WBC programs and services.
6. Marketing and Outreach:
- Design and implement innovative marketing strategies to promote WBC services, engage clients, and raise awareness about the Center’s offerings.
- Develop and distribute marketing initiatives to keep the community engaged and informed about WBC achievements and client successes.
- Develop partnerships with financial institutions, community organizations, and public agencies to enhance program visibility and support.
- Manage and maintain the WBC’s social media presence across multiple platforms, ensuring consistent messaging and branding.
7. Financial Management:
- Analyze financial data and prepare detailed reports to provide transparency and inform decision-making on resource allocation and program sustainability.
- Create and manage the WBC’s annual budget, ensuring effective allocation of resources and adherence to funder guidelines.
- Identify opportunities for cost savings and revenue generation to enhance program efficiency and financial sustainability.
- Monitor program expenditures to maintain financial accountability and efficiency.

Education and Experience
1. Education:
- Bachelor’s degree in economics, Business Administration, or related field required.
- MBA Preferred.

- 5-7 years of professional experience in areas such as small business management, economic development, micro-enterprise development, or not-for-profit management.
- Familiarity with budget preparation, compliance, and reporting.
- Relevant work/life experience with demonstrated success may be considered in lieu of formal academic credentials in the specified fields.
Employment Details
1. Compensation:
- Salary will be determined based on the candidate's experience and qualifications.
2. Hours/Week:
- 40 (Exempt Employee)
3. Reporting Structure:
- This position reports directly to the Director of Business Advisory Services.
4. Work Setting:
- Location: The position is based at the Community Services Building, located at 100 W. 10th Street, Suite 300, Wilmington, DE 19801.
- Environment: This role involves working primarily in an office setting, with occasional travel.
- Transportation: The Program Director must have access to reliable private transportation to fulfill the responsibilities of the role. Travel expenses incurred during work-related duties will be reimbursed.

Pay: $61,724.00 - $69,130.00 per year
