Purpose of Job
The purpose of this job is to provide information concerning the Public Utilities Department to the Athens-Clarke County community. Duties and responsibilities include, but are not limited to, assisting with the development and management of the Public Utilities Department website; assisting with social media content creation; monitoring social media initiatives and metrics; drafting bill inserts; researching, developing, and preparing information for dissemination; taking photos and maintaining image file of Public Utilities Department activities; assisting with special events and special projects; developing video and scripts; designing and developing electronic communications; and performing additional tasks as assigned.

Job Related Requirements
WORK SCHEDULE: Monday-Friday, 8:00 am-5:00 pm, occasional weekend and evening work required.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in a course of study related to Public Relations, Marketing, Journalism, Event Planning, Education, Horticulture, Hydrology, Environmental Science, or related field with two years of experience in an environmental field, water resources, environmental education, horticulture, building operations, or related work experience required; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess a valid driver's license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Oversees development and implementation of marketing campaigns for the Public Utilities Department (PUD).
Assists with communication requirements for regulatory items from the Georgia Environmental Protection Division and Environmental Protection Agency.

Assists with development of print and digital marketing materials for the PUD, including the quarterly WaterSource newsletter, monthly water bill inserts, flyers, billboards, advertisements, website, events, and social media.
Provides graphic design and copy-editing services for PUD projects.

Researches, writes, and develops content and design for webpages, social media, and electronic communications to engage with internal and external audiences; works with departments to get participation from all levels of the government.

Coordinates with PUD divisions and the Communications Department to provide accurate and current information on division webpages. Create new webpages and content as needed.

Conducts website content audits to eliminate redundant and/or duplicate information, edits existing content, removes outdated content, and identifies customer pain points.

Builds and supports SEO strategies, including optimizing keywords in content marketing projects.
Analyzes user engagement (e.g. click-through and bounce rates).

Creates and maintains a cohesive content strategy aligned with PUD’s strategic goals across all platforms (website, social media, etc.) to increase brand awareness.

Assists with development and distribution of public education, storytelling, and promotional materials to increase engagement and promote the PUD brand and water efficiency in Athens-Clarke County.

Works with other departments and local non-profit organizations to coordinate, manage, and/or assist with special events, projects, and joint-education programs on behalf of PUD.

Uses computer software like Adobe Suite and Canva to develop promotional materials for PUD.
Creates and implements strategies to grow social media followers and web traffic.

Ensures accessibility on the website and social media, including full compliance with all copyright, trademark, ADA, and other related laws and regulations.

Works with the Senior Water Resources Planner and Water Conservation Coordinator to create marketing, branding, fact sheets, and sales strategies and initiatives for the PUD’s recycled water program.

Collaborates with PUD divisions to prepare, design, write, and distribute a quarterly electronic employee newsletter. Creates additional materials to support improved internal communications, build brand awareness, and reinforce consistent messaging throughout the department and community.

Assists with development of short-term and long-term goals for water conservation.

Assists in preparing budget proposals for programs, workshops, trainings, and special events.

Manages and responds to customer inquiries and complaints submitted through PUD platforms or forwards correspondence regarding any customer feedback to the appropriate division(s).

Works with the People and Belonging Department to identify opportunities to reach marginalized communities, businesses, organizations, and residents with PUD messaging.

Attends conferences, workshops, webinars, and events to stay abreast of developments in the water industry for content development.

Presents at professional conferences, seminars, and workshops to highlight and promote the work of the PUD and Water Conservation Office.

Knowledge, Skills and Abilities
Knowledge of the policies, practices and procedures of the Unified Government of Athens-Clarke County and the Public Utilities Department.

Knowledge of established organizational, managerial, human relations methods and techniques.

Knowledge and proficiency with the use of computers and software related to the position.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, calculator, copy machine, two-way radio, and telephone. MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment, office supplies, and computer supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
