Summary
Coordinates the acquisition and dispositions of real estate properties. Orders, receives, evaluates titles, surveys, and appraisals. The role includes collaboration with appraisers, attorneys, clients, residents, City of Norfolk staff, Neighborhoods, Civic Leagues and other stakeholders on real estate transactions. Conducts on-site inspections of real estate properties, prepares and submits reports on buildings, improvements, and vacant land for each property in the NRHA portfolio. Prepares and submits reports, fact sheets, updates, and other supporting documentation related to real estate activities. Coordinates real estate development activities with developer and or builder partners, including processing incoming and outgoing funds. Monitors and reports on acquisition and disposition activities, assist with development budget and projections, maintains the land inventory, monitors the deed restriction obligations on matters involving the original development. Prepares and conducts presentations on real estate project matters as needed.
Essential Functions
Coordinates real estate transactions, including acquisition and disposition activities on behalf of the Real Estate Department and provides the updated status to NRHA staff, City staff, Civic Leagues and HOA’s as needed.
Facilitates the acquisition of assigned residential and commercial real estate properties: confers with staff and other parties to identify acquisition issues; communicates with property owners on purchasing issues; negotiates property purchase contracts with property owners or attorneys at the pre-approved price offer; explains offer, acquisition policies, and procedures; reviews and evaluates information regarding the value of properties to be acquired; recommends changes in property value assessments and other issues related to purchase contracts; advises staff on acquisition issues and disputes; and recommends on whether to proceed with planned activity.
Facilitates the disposition of NRHA-owned real estate: administers the marketing of NRHA properties; provides real estate information to appraisers and developers, such as property descriptions and maps; shows properties to prospective buyers; discusses and negotiates contract terms; directs attorney in preparation of contract; and performs related tasks.
Performs standard real estate tasks: Orders, receives, and evaluates titles, surveys, and appraisals on properties to be acquired; places orders; receives documents; reviews documents to assure quality; reviews all invoices for accuracy; processes the invoices from title companies, attorneys, survey companies and appraisers and forwards check requests according to procedures; and follows-up with title companies, surveyors, and appraisers on timeliness of submittals. Evaluates and recommends estimated values of real estate; evaluates zoning requirements for development projects; obtains variances relating to location of new development and existing property; requests closing documents from attorney, provides title information, derivation, schedule requirements, settlement requirements; and other pertinent information; receives and reviews disposition contracts and deeds; acts to execute contract; monitors disposition contracts for settlement and completion of construction date requirements; performs general inspection and monitoring of housing and building construction to insure compliance with approved plans, adherence to Federal programs and assure completion of contract requirements.
Coordinates real estate development activities with developer, informs developers of NRHA procedures; participates in developer selection process; evaluates qualifications and recommends selection of developers for projects; maintains communications with developer during course of project; coordinates NRHA activities with developer’s actions; monitors developer activities; and coordinates completion of assigned development projects in accordance with project objectives, Federal programs, property covenants, and HUD regulations.
Prepares and submits informational fact sheets, reports, updates, closing packets and other supporting documentation as requested for: NRHA Board of Commissioners, NRHA Executive Team, Real Estate Director and or HOA Boards.
Participates in development project planning and execution: reviews and recommends project design guidelines; participates in project implementation teams; and may lead project implementation teams.
Prepares and conducts presentations on real estate project matters: receives assignment; plans presentation; organizes resources used in presentation; conducts presentation; and responds to audience questions.
Performs a variety of administrative detail duties: responds to internal and external inquiries, acts to resolve disputes, prepares correspondence, reports, and other documents as needed; completes and submits forms; maintains property maps; completes and maintains internal records; and performs other related duties.
Education, Experience, and Licenses
Bachelor’s Degree in Accounting, Business Administration, Real Estate, Finance, or a related field is required for this position. Five to seven years of progressively responsible experience in the real estate field. Any equivalent combination of training, education, or experience necessary to obtain the required knowledge, skills, and abilities.
Preferred: Comprehensive and current knowledge of government funded housing programs; includes knowledge of Home Investment Partnership Program (HOME), the Community Development Block Grant (CDBG), and the Community Housing Development Organization (CHDO) program for development activities.
Knowledge, Skills, and Abilities
Comprehensive knowledge of federal, state, local laws, regulations, and standards regarding the acquisition, sale, and disposition of real estate.
Knowledge and ability to read and interpret development plans and specifications.
Comprehensive and current knowledge of real estate marketing, sales, and real estate financing.
Operational knowledge of personal computer for use in word processing and electronic communications.
Extensive human relations skills, particularly consulting, negotiating, and persuasion skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
Oral and written communication skills to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature; compose technical reports; make presentations before groups; and respond to questions on a variety of job-related matters.
Ability to exercise independent judgment in the development and implementation of complex activities.

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Job requires depth perception.
