QUALIFICATIONS

SHORT DESCRIPTION
Supervise real estate operations including acquisition, property management, and consultancy relations while ensuring compliance with policies and procedures in the State of Ohio.
What You Will Do:
Oversee all District Real Estate Acquisition functions.
Lead scope meetings and coordinate real estate operations.
Attend and/or lead internal and external meetings; communicate with other departments, Districts, Central office, consultants and /or communities; prepare correspondence and reports.
Assure accurate and timely updating of systems as they relate to the real estate program, (i.e., Real OS, ELLIS) and assures their business rules, policies, and procedures are implemented, used, and maintained as standard business practice in their designated work environments.
Supervise real estate staff. Along with managing consultant relations.

Official Position Description:
Plans, directs, & administers activities related to title/closing, appraisal, appraisal review, relocation assistance, acquisition, and property management (e.g., monitors real estate activities & reviews status of work in progress; reviews & recommends plan revisions; maintains liaison & coordinates activities with central office, & with the attorney general office related to eminent domain filings) & supervises real estate support staff ( e.g., establishes performance goals & measures; monitors output of section; prepares schedules & gives work assignments; conducts performance evaluations, oversees employee training & development; monitors & approves leave; recommends discipline); acts in absence of immediate supervisor; performs quality assurance reviews of real estate functions (e.g., reviews work done by district & contract service providers); Provides assistance & guidance to other district staff, manages sales of excess lands & arranges for appraisal & auction processes; finalizes sales by collection & deposit of proceeds & preparing & executing conveyance instruments; oversees abandonment's & vacation procedures;
Maintains liaison with private businesses & the public related to performing right of way negotiations; drafts contractual agreements; coordinates work with LPA & other governmental agencies (e.g., county engineers, auditors, tax departments, planning commissions and zoning offices); attends inspections; reviews proposed changes, forms, & legal descriptions; performs investigative work in resolving problematic operational deficiencies; encumbers & authorizes State & Federal dollars. Operates state vehicle to travel to courthouse, field inspections & meetings with consultants; administers contracts with right of way service consultants including development of scope of services and work authorization documents, monitoring performance, reviewing invoices, drafting consultant reviews.
Performs related administrative duties to facilitate the operational efficiency of work unit (e.g., prepares correspondence, annual budget requests, contracts, & reports; reviews & responds to complaints utilizing computer & software (e.g., Microsoft (MS) Word, Excel); attends public hearings & meetings with public agencies &/or consultants; analyzes & evaluates consultant proposals; maintains inventory & makes recommendations regarding disposal of excess lands; maintains records).
