PAY AND BENEFITS
Annual Pay Range: $113,297.70 - $152,951.43
Hourly Pay Range: $54.470049 - $73.534341
This position is classified as a Senior Human Resources Manager.
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

16 hours of vacation accrual per month
- Eligible newly hired employees will have the one-time option to frontload their first year of vacation accruals in compliance with EPP 66 - Vacation Leave! This means you have access to vacation time at time of hire.

Clackamas County’s Department of Human Resources (HR) is seeking a dynamic, innovative, forward-thinking, human resources leader with a strong background in recruitment and selection to join our team as the Recruitment Manager.
Reporting to the Director of Human Resources, the Recruitment Manager will serve as the County’s hiring strategist leading emerging hiring initiatives while overseeing and directing the Recruitment and Selection Division at Clackamas County. The Recruitment Manager has visible influence and impact for the County’s business needs regarding recruitment and selection services. The individual in this role will be considered a subject matter expert and operates with significant discretion and latitude to make decisions and creates business processes to meet the County’s organizational workforce needs while ensuring compliance with employment laws, collective bargaining agreements, and County policies.
The purpose of the Recruitment and Selection Division is to provide consultation, outreach, evaluation and selection services to County Departments so they can hire and retain the qualified, diverse workforce they need to achieve their strategic results.
The Recruitment Manager will lead a team of eight (8) professional HR staff while designing short and long-term strategic goals to attract and retain top talent. The incumbent in this role will design and implement policies on recruitment and selection procedures across the organization. The Recruitment Manager will build positive relationships with internal and external stakeholders, vendors, and prospective applicants. The Recruitment Manager will manage contracts and expenditures against the overall Recruitment and Selection budget to ensure that funds are being used adequately to advance recruitment activity across the organization.
The Recruitment Manager will be a member of the HR Leadership Team and will actively participate in department strategic planning and goal setting.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of seven (7) years of progressive experience in a HR role focused on recruitment and selection activities.
- A minimum of two (2) years of experience supervising professional level staff.
- Experience implementing diversity, equity, and inclusion tools and methodologies into the recruitment and selection process.
- Experience creating and implementing HR recruitment strategies with clear objectives that resulted in desired outcomes and quality recruitment metrics.
- Experience using Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS) to interpret data and metrics to drive decision-making and recruitment strategies.
- Experience applying employment laws and regulations, including EEOC and Veterans’ Preference.
- Strong written and oral communication.
- Experience using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, and MS Teams).
Preferred Special Qualifications/ Transferrable Skills:*
- Experience as a Recruitment Manager or similar role in a large organization.
- Working knowledge and experience with PeopleSoft HCM Talent Acquisition Manager and Career modules

TYPICAL TASKS
- Strategic Direction: Establish and recommend the overall vision and philosophy for the Recruitment and Selection Program, ensuring alignment with Clackamas County's organizational priorities and compliance with relevant employment laws and regulations.
- Program Development: Research, design, and implement strategic plans that enhance service delivery, attract a diverse applicant pool, and integrate best practices in recruitment. Evaluate and recommend improvements to service structure and scope.
- Consultative Leadership: Serve as a strategic partner to County Administration and the HR Director, providing ongoing consultation and collaboration to identify recruitment needs and present actionable strategies to executive leadership.
- Operational Oversight: Plan, assign, and direct the full-cycle recruitment activities of assigned departments, developing policies and practices that support the HR department's mission and comply with legal and organizational standards.
- Budget Management: Develop and manage the annual Recruitment budget, presenting proposals, and justifications to leadership while identifying new funding opportunities to optimize recruitment initiatives.
- Policy Implementation: Create, implement, and monitor policies and procedures related to Recruitment and Selection, ensuring adherence to HR standards, legal requirements, and best practices in workforce management.
- Team Leadership: Hire, supervise, and mentor HR Professionals, conducting performance evaluations, addressing employee concerns, and facilitating training and development programs to promote a cohesive team environment.
- Technical Guidance: provide direction on complex recruitment issues, leading collaborative efforts across departments to address diverse challenges and foster consensus among stakeholders.
- Representation and Consultation: Represent the HR department in internal and external committees and task forces, offering expert consultation to county executives, managers, and elected officials, including participation in collective bargaining as needed.
- Strategic Contribution: Act as a principal advisor on Recruitment and Selection operations within the HR management team, contributing to strategic planning, budget reviews, and overall department goals.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off!). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first six (6) months.
