POSITION GUIDE
Title: Recycling & Community Service Coordinator
Department: Sanitation Division, Public Works Department
Reports To: Deputy Director of Public Works
Under general direction of the Environmental Services Manager works, serves as the recycling information resource expert and is responsible for coordinating the strategic environmental programs within the Town of Manchester. Programming includes, but is not limited to:
Community Clean-Up Efforts: This position will work with community individuals and groups to coordinate the planning, organizing, advertising/marketing, and implementation of clean up events. The RCSC plans, schedules, and coordinates clean-up operations at designated sites, including clean-up site identification, prioritization, public notification, coordination with any other necessary divisions or departments (Field Services, Police Department, Recreation, etc.), oversight of clean-up work performed by volunteer individuals or groups, and ensuring compliance with safety standards and regulations. This position will determine specific zones or areas for focused clean-up efforts, survey each zone to determine baseline for litter, utilize customized GIS mapping for identifying problem areas/areas in need of clean-up, prioritize findings of surveyed zones, coordinate and manage volunteer groups interested in clean-up events, weigh, record, and report the amount of litter and debris collected, ensure that all areas are sufficiently addressed and cleaned up, and ensure safe disposal of collected material.
Community Engagement: Develop and provide educational presentations, resources, and general public engagement related to environmental programs. Presentations and engagement efforts to the public can range from K-12 classroom presentations, residential weekend workshops, community organization presentations, local business engagement, and outreach collateral development.
Legislative Oversight: The RCSC position requires a thorough understanding of waste disposal, recycling, Extended Producer Responsibility (EPR), and general environmental, sustainability, resiliency, and climate adaptation related laws as established through local regulations, ordinances, and state statutes, and ensures that all Town-led efforts are in compliance with local and state regulations, ordinances, and statutes.
Essential Job Functions
Prepares and implements enforcement plans and procedures to address waste and recycling compliance by Town residential and municipal sectors.
Conducts necessary planning and inspections town-wide, enforcing compliance.
Develops and communicates relevant environmental information in an educational setting.
Reads, interprets, and enforces all aspects of local and state solid waste laws.
Prepares reports and presents findings to others including Boards and Commissions.
Receives and investigates complaints of solid waste violations.
Monitors and evaluates the effectiveness of waste and recycling programs and procedures and makes recommendations for improvements.
Organizes and conducts promotional and public education efforts.
Designs materials for public informational campaigns to be used for conventional and social media outlets.
Assist in setting short and long-term goals and strategies related to sustainability.
Prepares statistical and narrative reports regarding tonnages, violations as required by the Town and State.
Uses innovation and creativity to disseminate topical information to residents and businesses.
Researches and develops new programs to divert waste and reduce town waste disposal costs.
Coordinates activities with town departments, community organizations etc.
Attends solid waste regional and state industry meetings on behalf of the town, as needed.
Desirable Knowledge, Skills, and Abilities
Thorough knowledge of state and local solid waste and recycling laws and best practices.
Ability to conduct investigations, process notice of violations, legal orders, etc. to resolve non-compliance complaints.
Ability to give clear, concise written and oral presentations and work effectively with staff, superiors, and the general public.
Must be customer education oriented.
Ability to educate residents and municipal officials and to speak in public. Bilingual (Spanish) desirable.
Ability to develop and design educational materials.
Ability to prepare statistical reports, conduct research and make recommendations for process or program improvements.
Ability to operate a computer for word processing, spreadsheets, databases, brochure design, case management and research.
Ability to represent the town in contested matters/hearings and prepare all documentation related to same.
Ability to read maps and follow refuse and recycling routes.
Physical And Mental Effort/Environmental and Working Conditions
Work is performed primarily outside, in all types of weather including heat, cold, rain and snow.
Work of inspection will be performed in a vehicle, with administrative tasks to be completed in an office.
Work is performed in the town in following daily service routes.
Work requires ability to work independently with minimal supervision.
Work may require carrying objects weighing 10 pounds or more.
Work will require computer competency.
Work will require a customer service and education orientation.
Minimum Training and Experience
A Bachelor’s Degree in an area related to environmental sciences or public or business administration desired and 2 years coordination/inspection/education experience.
Must have and maintain a valid Connecticut driver’s license.
Bilingual preferred but not required.
Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his designee.
