Rental Compliance Specialist

QUALIFICATIONS
Associate’s Degree in business or related field (Bachelor’s preferred); minimum of 2 years in real estate or property management; knowledge of rental compliance laws; proficient in Microsoft Office; excellent communication and customer service skills.

Manage affordable housing properties operations, including rent collection, tenant relations, leasing processes, maintaining tenant files, ensuring property compliance, and coordinating with the Finance and Maintenance Departments. Enforce lease terms and initiate evictions as necessary.

SHORT DESCRIPTION
Responsible for overseeing site operations of affordable housing properties to ensure efficient management and high-quality living conditions for residents, while adhering to housing regulations.
Job Summary: Manage site operations of affordable housing rental properties owned by the Housing Authority of St. Mary’s County, Maryland (HASMC). Responsible for all activities to ensure that properties are operated in an efficient, cost-effective manner while providing high-quality, well-maintained housing to residents. May perform work in various locations as needed and assigned. Evening, on-call, and weekend work may occasionally be required.
Duties may include but are not limited to: collecting rents and other charges; follow-up on delinquent accounts; day-to-day review of physical properties; and resident relations. Work requires the exercise of mature, independent judgment, tact in dealing with all types of people in stressful situations, thorough knowledge of pertinent HASMC policies and Department of Housing and Urban Development regulations, as well as state and federal laws regarding evictions.
Essential Functions:
1. Assist individuals with applications for HASMC-owned properties including our commercial properties. Determine eligibility, gather income verification, and perform rental history, reference, credit, and criminal background checks.
2. Show units to eligible tenants. Upon leasing up, prepare lease and conduct orientation to clearly explain all the provisions of the lease, as well as policies, maintenance charges, and obtain signatures.
3. Annual review of lease and income documentation.
4. Calculate and collect security deposits.
5. Collect rent and issue late fees in coordination with the Finance Department.
6. Work closely with the Finance Department ensuring proper application of security and rental payments.
7. Work closely with Deputy Director’s and Maintenance Department to ensure all work is completed accurately, efficiently, and timely.
8. Initiate evictions, E-File on tenants and appear in court on HASMC behalf.
9. Maintain legible, accurate and up-to-date tenant files.
10. Maintain both physical and computer filing system in manner which allows for proper submission of reports and compliance requirements, as well as ease of access.
11. Ensure that tenants adhere to the lease, and the rules and regulations of HASMC, issue lease violations, serve appropriate notices for nonpayment of rent or other charges, for other non-compliance and for criminal activity. Respond to all lease violations in a timely manner.
12. Meet with law enforcement to lock out tenants that have received court-ordered eviction notices. Be prepared to handle situations that may arise due to eviction and lock out proceedings.
13. Investigate and respond to requests or concerns from tenants in a timely and efficient manner.
14. Maintain community appearance and ensure repairs are noted and completed on a timely basis. Assure quality and quantity of make-ready units. Ensure that make-ready units are walked regularly and communicate any service-related needs to Maintenance Department. Ensure that all make-ready units are completed within 14 (fourteen) days. Ensure that all service requests are recorded and communicated appropriately to Maintenance Department and prepare work orders.
15. Monitor conduct of tenants to ensure compliance with rules, regulations, and lease; maintain written records, and report occupancy violations, disturbances, and other infractions.
16. Enforce and process lease violations.
17. Manage and track utility bills for tenants, ensuring timely distribution and payment collection.
18. Distribute notices such as Late Notices, Demand for Rent, Eviction Notices, Inoperable Vehicle Notices, and Pest Control Notices, etc.
19. Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
1. Knowledge of Rental Compliance laws and regulations, real estate marketing, rent collections, leasing of units, and execution of lease.
2. General office principles and practices.
3. Proficient in Microsoft Office Suite.
4. Proper English grammar, usage, and spelling.
5. Excellent communication skills, both oral and written.
6. Organization skills.
7. Problem-solving skills.
8. Effective customer service skills and techniques – in person and via telephone (discretion, patience, etiquette, professionalism, etc.).
9. Specialized terminology relevant to position assignment.
10. Ability to conduct research for specific work assignments.
11. Ability to gain working knowledge of HASMC policies and procedures.
12. Ability to gain working knowledge of pertinent federal, state, and local laws and regulations.
13. Ability to operate relevant computer systems, including hardware and software.
14. Sound math skills.
15. Additional duties as assigned.
Education and Experience:
1. Associate’s Degree from an accredited college or university with major course work in business or a related field. Bachelor’s Degree desired.
2. Minimum of two (2) years of progressively responsible experience in real estate, property management, or management of facilities involving public contact.
3. Or equivalent technical training, education, and/or experience.
Physical and Environmental Conditions:
Work requires light physical effort in the handling of light materials or boxes and tools or equipment in non-strenuous work positions up to 30 pounds and/or continual standing or walking of 60%/+ of the time.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls.
