SHORT DESCRIPTION
Responsible for promoting effective sustainability and resilience initiatives within the City, working collaboratively across departments to advance environmental programs and achieve sustainability goals.
Brief Description
Under general direction and in compliance with standard operating procedures and policies, responsible for developing, coordinating, and promoting effective sustainability and resilience initiatives for the City. Works collaboratively with City departments to develop and implement environmental and sustainability programs and initiatives. Develops, tracks, and implements sustainability or resilience plans and periodically updates plans as necessary, including the required resilience element of the City’s comprehensive plan. Establishes and maintains performance tracking methods for sustainability goals. Assists with planning and design, permit reviews, and implementation of capital and infrastructure projects, development projects, and other efforts to promote sustainability principles. Researches and prepares amendments to the City’s code of ordinances. Provides staff support and technical expertise on sustainability matters to the City Manager, City Council, City departments, and various City boards and commissions. Collaborates with community partners, responds to inquiries, and supports the implementation of community initiatives that align with the City’s sustainability priorities. Attends City Council, commission, and community meetings that extend beyond the normal work schedule. Works with City departments to identify sustainability and resilience-related grants and funding opportunities, prepare and submit applications, and assist with grant administration.

Coordinate and Implement Sustainability Projects: Work proactively and collaboratively with City departments to develop and implement projects, programs, and initiatives that advance the City’s sustainability goals. Research and recommend equipment, technology, strategies, and processes that reduce waste, energy use, carbon emissions, urban heat, stormwater runoff, and hazardous chemicals, or which yield other environmental benefits. Develop understanding of City procedures as well as departmental functions and processes, operational challenges, and resource needs to support sustainability efforts. Identify funding opportunities, technical assistance, and other resources to pilot new technologies or procedures in support of the City’s sustainability goals. Procure and manage external consultants as may be required for certain projects or initiatives. Analyze and measure success and cost effectiveness of programs. Keep City leadership informed of legislation or proposed changes to state or federal sustainability programs of interest to the City.

Monitor Sustainability and Resilience Plans: Develop, facilitate, and track the implementation of City sustainability and resilience plans by engaging with the community, City Council, City Manager, and City departments to establish and advance the City’s environmental, energy, and climate goals. Develop initiatives to reduce the City’s greenhouse gas emissions and mitigate against its carbon footprint. Assess the need for, draft, and participate in the implementation of new policies, procedures, ordinances and/or changes to official City planning or policy documents to integrate sustainability principles. Establish and maintain data and performance tracking methods for sustainability goals.

Assist in Development of City Projects: Provide general support to the City Manager, Project Management Office, and other City departments on public and private development projects and proposals. Provide input on capital improvement projects, infrastructure projects, public-private partnerships, or major private developments, with a particular focus on sustainability and resilience. Perform site inspections to ensure compliance with Community Development Division housing grant requirements. In coordination with the Community Development Division, develop, document, and manage environmental reviews through the Department of Housing and Urban Development (HUD) Environmental Review Online System for both Part 50 and Part 58 projects. Review and provide comments on building permits, site plans, and civil drawings, when appropriate. Interpret and apply applicable City codes and regulations. Research and prepare potential amendments to the Greenville Development Code and Engineering Design and Specification Manual pertaining to sustainability.

Promote Community Engagement and Education: Collaborate with community partners and respond to public inquiries. Promote and raise awareness of the impact of emerging sustainability issues and keep current on applicable policies and best practices. Promote the City’s sustainability efforts through education, training, marketing, conference participation, and other activities. Work with the City’s Communications and Engagement Department to develop sustainability-focused content and messaging, and any other City departments as needed.

Provide City Council, Board, and Commission Support: Attend City Council meetings, and City Board and Commissions as needed. Serve as staff liaison to any Council-appointed sustainability committees and complete associated responsibilities including scheduling, agenda preparation, public notice, taking meeting minutes, tracking attendance, and member training. Give presentations at public meetings and workshops. Prepare reports, ordinances, and resolutions for consideration by City Council. Answer questions and respond to requests from Councilmembers, Board and Committee members, and other meeting attendees as needed.

Identify Grant and Funding Opportunities: In coordination with the Office of Management and Budget, and other applicable City departments, research and identify potential grants, tax incentives, tax credits, rebates, and other funding opportunities to support projects and initiatives related to sustainability and resilience. Assist with project development and planning in anticipation of future funding and grant opportunities. Assist with grant management, data collection, and monitoring for funded projects. Ensure City plans and policies are updated so that the City remains eligible to apply for future grant opportunities.

Qualifications
- Bachelor’s degree in biology, landscape architecture, urban planning, education, public administration, environmental science/engineering, sustainability studies, or a related field.
- Over two (2) years of experience in planning, design, sustainability, resilience, education, public administration, and/or a related field.
Preferred Qualifications
- Master’s degree in biology, landscape architecture, urban planning, education, public administration, environmental science/engineering, sustainability studies, or a related field.
Driver's License Requirements
- Valid South Carolina Class D Driver's License.

Knowledge of:
- General knowledge of local government and municipal operations.
- Technical understanding of sustainability and resilience concepts, policies, and objectives.
- Experience with implementation of effective strategies to improve environmental performance and stewardship.
- Modern principles and practices, technical legal issues, and research methods of sustainability, resilience, city planning, urban economics, transportation planning, demographics, and environmental management.
- General concepts of environmental planning, clean energy, greenhouse gas reporting, project management, public finance and budgeting, waste management, architecture, landscaping, stormwater management, and civil and transportation engineering as they relate to sustainable development and environmental management.
- Methods of collecting and analyzing data and preparing complex technical reports and studies.
Ability to:
